Introduction

Rationalisation of websites began in 2015 with the aim of delivering people-centric public services online. Improvement of the quality of public-sector agency websites may improve Malaysia’s position in the United Nations e-Government Survey. Implementation of the rationalisation of public-sector websites also ensures that all agency websites are of high quality and comply with website evaluation criteria.

What is Website Rationalisation?

Rationalisation of Public-Sector Websites was implemented based on the 38th MSC Malaysia Flagship Coordination Committee Meeting, held on 19 November 2014, which decided that the rationalisation of websites should be undertaken to reduce the number of government websites by the end of 2015. Meeting No. 1/2015 of the Government IT and Internet Committee (JITIK), held on 6 March 2015, agreed that rationalisation of public-sector websites should continue to reduce the number of public-sector websites by up to 50%.

A Letter of Instruction from the Director General of MAMPU was issued on 26 May 2015 to explain the implementation of the rationalisation of websites. As of 31 December 2016, Malaysia has successfully reduced the number of public-sector agency websites by 61.2%.

Why Rationalise Websites?
The objectives of rationalising public-sector websites are to:

  1. Reduce the number of websites of Implementing Agencies that have multiple websites, websites that are no longer needed and websites that are not maintained.
  2. Consolidate the websites of public-sector agencies by reorganising and integrating websites and eliminating unrelated elements.
  3. Improve the effectiveness of people-centric service delivery.
  4. Increase cost-effectiveness of agencies in the provision and maintenance of websites through optimal utilisation of resources.
  5. Engineer existing websites in line with good practice and benchmarking at international level.

  2. To increase the use of online public service delivery systems.

Apakah Itu ProBE?

Dalam memastikan kualiti sistem penyampaian perkhidmatan kepada rakyat, portal dan laman web yang dibangunkan oleh agensi Kerajaan telah dinilai pada setiap tahun melalui Malaysia Government Portals and Websites Assessments (MGPWA) yang telah bermula pada tahun 2005. Pada tahun 2015, MGPWA telah dijenamakan semula kepada Provider Based Evaluation (ProBE) dengan objektif utama untuk meningkatkan kualiti sistem penyampaian perkhidmatan dalam talian. Pada setiap tahun, kriteria ProBE akan ditambah baik dan kriteria penilaian yang perlu dipatuhi akan berubah mengikut keperluan. Penilaian akan dilaksanakan pada bermula Mei sehingga Disember.

Mengapa ProBE Dilaksanakan?

  1. Meningkatkan tahap kecekapan pentadbir laman web melalui sistem ProBE.
  2. Membantu meningkatkan kedudukan Malaysia dalam Penilaian United Nation e-Government Development Index (UNEG-DI).
  3. Memastikan kandungan laman web agensi sentiasa yang terkini.

Apakah Kriteria ProBE 2016?

Pada tahun 2016, sebanyak 47 kriteria perlu dipatuhi oleh setiap laman web agensi Kerajaan. Daripada 47 kriteria tersebut terdapat enam (6) kriteria mandatori yang perlu dipatuhi. Laman web kementerian/agensi akan mendapat penarafan 3 bintang jika semua kriteria mandatori ini tidak dipatuhi walaupun pencapaian keseluruhan mencapai 5 bintang. Kriteria mandatori ProBE 2016 adalah seperti berikut:

Sebanyak 676 laman web agensi yang terlibat dalam penilaian ProBE 2016 yang terdiri daripada agensi-agensi di bawah Kementerian dan Pentadbiran Kerajaan Negeri. Laporan ProBE 2016 akan dikeluarkan pada suku kedua tahun 2017.

Apakah Manfaat Yang Diperolehi?

Manfaat yang diperolehi daripada Pelaksanaan ProBE adalah seperti berikut:

  1. Tahap kecekapan pentadbir laman web kementerian/agensi meningkat.
  2. Ketersediaan maklumat dalam laman web membantu dalam meningkatkan kedudukan Malaysia dalam penarafan UNEG-DI.
  3. Memudahkan rakyat untuk mendapatkan maklumat yang terkini.
