MIMOS Collaborates With Health Ministry to Develop Healthcare IT

PUTRAJAYA, 27 Feb 2013: National research and development (R&D) centre in information and communication technology, MIMOS Berhad, today sealed a memorandum of understanding (MoU) with the Ministry of Health (MoH) to promote cooperation in the development and deployment of Healthcare Information Technology (Healthcare IT). The move will support the needs of the Ministry in particular, and that of the Malaysian public in general.

Under the MoU, MoH would collaborate with the R&D centre in the development, implementation and proliferation of the Ministry’s Healthcare IT framework; which would comprise MIMOS-developed technology components such as knowledge management system, cloud computing, intelligent informatics platform, intelligent service delivery platform and network-based information security system.

MIMOS President and Chief Executive Officer Datuk Abdul Wahab Abdullah said that the first phase of the collaboration, which had already started in stages, involved the enhancement of the Malaysia Health Information Exchange (MyHIX), a system that enables the exchange of medical records among hospitals and clinics in a smooth and secure manner; the Malaysian Healthcare Data Warehouse (MyHDW), a data analysis centre for the purpose of planning, research and monitoring of healthcare system; and the Medical Treatment Information System (SMRP), an on-going web-based medical treatment report system linking all hospitals in the country.

It also focuses on MoH’s Patient Management System (Sistem Pengurusan Pesakit – SPP), Hospital Management System (HIS@KKM) and the Malaysian DRG (Diagnostic Related Groups) Casemix System.

Abdul Wahab said that second phase would involve MIMOS’ cloud computing technologies in mitigating cost issues and increasing ICT usage in government health and dental clinics nationwide; and a feasibility study for a centralised patient registry system that consolidates data on patients and illnesses. It will also look at upgrading the existing Public Health Laboratory System (Sistem Makmal kesihatan Awam – SMKA), development of a family health reporting system using data visualiser; and a joint consultancy services for designing MoH’s future IT infrastructure systems towards optimising efficiency levels.

He said that MIMOS is currently working on Proofs of Concept (PoC) for the technologies involved to be implemented into several applications within MoH. The plan is for MoH to adopt the technologies into the Healthcare IT Framework within about a year and deploy the IT systems in the following 12 months, when the public is expected to begin to experience the benefits.

Abdul Wahab stressed that the collaboration with MoH was in the spirit of cooperation between government agencies and not aimed at competing with the industry.

“As an R&D centre, MIMOS has a role in driving innovation in Malaysia’s key economic sectors, and healthcare is just one of the sectors that we are focusing on,” he said. The collaboration with MIMOS would contribute to the continuous enhancement of MoH’s five-year IT Roadmap, he added.
The MoU signing ceremony was witnessed by the Minister of Science, Technology and Innovation Datuk Seri Dr Maximus Johnity Ongkili and his counterpart, Minister of Health Datuk Seri Liow Tiong Lai.In his speech, Ongkili said that the collaboration would see the transfer knowledge and technology as well as sharing of expertise between the two parties.

He said that the cooperation with MIMOS would reduce MoH’s dependency on foreign technology vendors, overcome high technology licensing costs, and expand the application of the latest ICT technologies in its services.
