Malaysia Acceded To Madrid Protocol

KUALA LUMPUR, AUGUST 22 – Malaysia is committed to address issues of climate change and protection of Antarctic resources through the deposit of the Madrid Protocol accession instrument in Washington DC on 15th August, 2016. The Protocol shall be binding on Malaysia from 15th September 2016.

This was announced by Datuk Seri Panglima Madius Tangau, Minister of Science Technology and Innovation at the Opening Ceremony of 34th SCAR Biennial Meetings including the 2016 Open Science Conference at the Kuala Lumpur Convention Centre. The event which begun on 20th August will end on30 August 2016 and being attended by more than 900 participants from 40 countries.

“Madrid Protocol is a Protocol on Environmental Protection to the Antarctic Treaty. Malaysia need to adhere to the Madrid Protocol to ensure continued protection and assessment on impacts through environmental research and management tools to the Antarctic.”

“Malaysia, alongside with many other countries has always proactively incorporate measures to address issues of climate change and protection of Antarctic resources. As an example, Malaysia has successfully reduced greenhouse gases emission intensity of Gross Domestic Product to 33 percent in 2013. We plan to reduce further to 45 percent by 2030 under Conference of Parties 21 or better known as COP21 deals.”

Malaysia is among the very few countries from the Tropics that have ventured into polar research. Malaysia became a full member of SCAR in 2008 and in October 2011, Malaysia had acceded to the Antarctic Treaty System (ATS). Malaysia has also played an active role in SCAR activities including initiating, developing and coordinating high quality international scientific researches in the Antarctic region.

“Our keen interests in continuously sustaining our presence in the Polar Regions have been demonstrated through the works of the Ministry of Science, Technology & Innovation (MOSTI) by ensuring legislative and institutional frameworks are put in place to support our research interests. These include the establishment of Sultan Mizan Antarctic Research Foundation (YPASM) in July 2012 and the drafting of the Antarctic Bill which is expected to be tabled in Parliament by next year”

Malaysia is the first Asian country to host the SCAR Biennial Meetings and Open Science Conference. These meetings draw world-wide attention to Antarctic issues and provide an opportunity for scientists from various disciplines and countries to present their work, establish networking and become more involved in SCAR science activities.
SCAR, the Scientific Committee on Antarctic Research, is a committee of ICSU, the International Council for Science, and it is charged with the initiation, promotion and coordination of scientific research in Antarctica. (www.scar.org).
SCAR meets every two years to conduct its administrative business at the SCAR Delegates Meeting. The Biennial SCAR Meeting includes three sets of meetings that occur consecutively in even numbered years.
