The establishment of the Malaysia Science Endowment (MSE) is one of the ten initiatives outlined under the National Policy on Science, Technology, and Innovation (DSTIN) 2021-2030's Action Plan and the Twelfth Malaysia Plan (RMKe-12), under Strategy C1, to boost science, technology, innovation, and economy (STIE).
MSE was approved by the Cabinet on 23 December 2020, with the Academy of Sciences Malaysia (ASM) appointed as the implementing agency. It was further endorsed when it was passed in Parliament on 4 August 2022. Following this, the Ministry of Finance approved the Deed of Trust on 11 August 2023, formally establishing the legal and operational framework for MSE.
MSE aims to enhance access to alternative sustainable financing for science, technology, and innovation (STI)-related activities. This goal is pursued through innovative financing mechanisms, including matching grants, crowdfunding, waqf, and venture capital. By fostering collaborations with industry and international partners, MSE seeks to create a robust and sustainable ecosystem for STI advancements in Malaysia.
