The 15th ASEAN Ministerial Meeting on Science and Technology (15th AMMST) will convene today at Renaissance Hotel, Kuala Lumpur, Malaysia.

Host country Malaysia is expected to play a crucial role in developing the new post-2015 STI roadmap and action plan which will eventually chart the development and pivotal role of Science, Technology and Innovation (STI) in the realisation of an open, dynamic and resilient ASEAN Community by 2020. Come 2015, ASEAN Member States (AMS), will integrate into a single market and production base, realizing the vision of an ASEAN Economic Community (AEC).

The biennial S&T ministerial meeting will be chaired by the Hon. Datuk Dr. Ewon Ebin, Minister of Science, Technology and Innovation. All ASEAN Science and Technology Ministers and Senior Officials from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Singapore, Thailand and Viet Nam have arrived yesterday to attend the meeting. H.E. Alicia D. Bala, Deputy Secretary General of ASEAN and her staff will also attend the meeting.

The ministers are expected to discuss on the way forward in the implementation of STI under new ASEAN Plan of Action on Science, Technology and Innovation or APASTI as well as share country experience in the enculturation of science, technology and innovation in the ASEAN region.

Prior to this meeting, the 66th Meeting of ASEAN Committee on Science and Technology (COST-66) and related meetings were held from the 7th to 11th November 2013 at the same venue. The 66th ASEAN COST Meeting witnessed the handing over of COST chairmanship from Brunei Darussalam to Malaysia beginning November 2013 until the end of 2014.

In tandem with the implementation of the new plan of action under APASTI, the Meeting also agreed to explore new financial modalities to strengthen the present funding mechanism. In this regard, the senior officials agreed expand the scope of the ASEAN Trust Fund for Science and Technology to support a wider range of activities including innovation-driven initiatives.

During meetings with dialogue partners India, Russia, China, Japan and Korea several new projects were proposed. They include new projects on Malaria, functional food, marine biotechnology, remote sending and young scientists exchange programmes.

COST-66 also noted the successful completion of the following events since COST-65 in Tagaytay City, Philippines in May 2013:

 i.    The 2nd ASEAN Plus Three Junior Science Odyssey (APT-JSO) 10-17 June 2012, Busan, ROK;
ii.    The Conference on ASEAN S&T Centre of Excellence , 18 June 2013, Bandung, Indonesia;
iii.   The 1st ASEAN-GIZ Innovation Management School (IMS1),  16-29 June 2013 in  Germany;
iv.   The 1st APASTI review Meeting, 15-16 August 2013, Hanoi, Viet Nam;
v.   The 1st Meeting of the Experts Group on Metrology (EGM), 3 September 2013 in Bangkok, Thailand;
vi.   The 13th ASEAN Food Conference (AFC-13), 9-11 September 2013 in Singapore.

Future ASEAN STI events include:

i.     The World Innovation Forum Kuala Lumpur (WIFKL) 2013, 12-13 November 2013, Kuala Lumpur, Malaysia.
ii.    The 7th Meeting of the Board of Directors of the ASEAN Plus Three Center for the Gifted in Science, 25-28 November 2013, Busan, ROK;
iii.    ASEAN Meeting on Grand Challenges in STI, 12-13 December 2013, Bangkok, Thailand;
