Introduction

Integrity Unit of the Ministry of Science, Technology and Innovation (MOSTI) began operations in the year 2014 in accordance with the instructions in the Service Circular no. 6 of 2013. Integrity Unit MOSTI responsible in ensuring that public servants practice work culture superior with the features of a strong moral and ethical as well as raise the spirit of patriotism among them.

The initiative of the establishment of the integrity unit this is also one of the efforts of internal controls for managing the integrity of the organization and curb criminal misconduct and violations of the code of conduct/ ethics of the organization among the public servants. The initiative of the establishment of this unit is to coincide with the aspirations of the Government in strengthening integrity in the bore of the delivery system of the public a more brilliant and accountability. as well as increase the trust of the citizens against the Government.

The establishment of the Integrity Unit at the Ministry level is based on the risk rating medium model set by the Malaysian anti-Corruption Commission (MACC) and approved by the Ministry of Finance with a certificate from the Public Service Department (PSD) through the Warrant Ministration of the Bill. K127 2013. The establishment of this unit in the ministry is composed of four (4) persons that is led by Administrative and Diplomatic Officer Grade M48. Staffing Integrity Unit is the set requires the credentials of a Certified Integrity Officer (Certified Integrity Officer/ CeIO) or other qualification as recognized by the Board of Accreditation Officer Integrity diurusetiakan by the MACC. Next, one (1) staffing Inquiry Officer Grade P43/44, one (1) establishment of Administrative and Diplomatic Officer Grade M41 and one(1) staffing Administrative Assistant (Clerical/ Operation) Grade N17/ N22(KUP).

Objective

  1. To cultivate noble values and code of ethics in the public service;
  2. To prevent criminal misconduct and violation of the code of conduct of public servants;
  3. To identify and report on abuse of power/ corruption/ noncompliance of procedure or misconduct of public servants to related agencies; and
  4. To act as the disciplinary secretariat at Ministry level.

Roles And Responsibilities

Integrity Unit is responsible for implementing the six (6) core functions namely:

  1. Governance – Ensure the implementation of the governance effectively;
  2. Integrity Strengthening – To ensure the implementation, institutionalization and implementation of integrity in the organization;
  3. Detection and Confirmation – To detect and verify complaints of misconduct and violations of the code of conduct and ethics of the organization and to ensure appropriate follow-up actions are taken; and report criminal misconduct to responsible enforcement agencies;
  4. Complaints Management – To receive and respond on all complaints and information concerning violations of criminal misconduct and ethics of the organization;
  5. Compliance – To ensure the compliance of laws and regulations enforced;
  6. Disciplinary – To function as the secretariat of the Disciplinary Board
